Does the 1961 Stuffed Toys act apply to cat toys (picture)?
I want to sell CAT toys.
According to the stuffed toys act, stuffed toys have to be registered and the registration number gets placed on the content label attached to the toy.
I’m going to be contacting the Department of Labor and Industry (Pennsylvania) on Monday to double check, but I was wondering if this applied to toys for felines.
I’m ready to start selling my cat toys and I want to comply as much as possible. From what I read, it costs per registration and then annually. That’s a lot of money!

I did some searches at Google and it would appear that the Federal government and state governments have regulations requiring that just about anything make of cloth or with stuffing, be registered and properly labeled, as to maker, content, etc.
The obvious perhaps is to make sure the materials are what is said they are and to prevent sickness from used materiel, or animal material, that was not properly sanitized.

I think that there is also concern about the flammability of the materials when they are children’s clothing, bedding, toys, etc.
Just the other day I walked by a display of small stuffed animals and could not find a single cat. I thought that perhaps my wife (a superb seamstress) and I could make stuffed cats and find a market for them. I was thinking in terms of making stuffed cats looked like, at least as best we could do, the various breeds.
Having done some reading after seeing your question, I’m going to be track down the Missouri department that handles this sort of thing and see I can learn about our state’s requirements.
The regulations seem to apply not only to the state the item was made in but to any state where you want to sell. If you sell on the Internet, the registration requirements would be enormous and expense.

NOTE – from what I’ve read, it sounds like you do not have to register each and every toy, you only need to register toys if they do not contains the same materials as your other toys.
